New Model for Collection Development


The Library Committee has developed initiatives designed to improve library collections and to ensure a more fair and rational allocation of resources. In order to guarantee a solid core collection in support of the curriculum, 30% of the total library materials budget will be set aside for systematic development of the core collection in each discipline. This would change the division of the overall materials budget from the former 22% general library, 78% departmental selectors to 20% general library, 30% core collection development, and 50% departmental selectors.

Core Collection Development

The 30% of the library materials budget set aside for core collection development will be divided by division rather than department for flexibility and to support interdisciplinary needs. The Collection Development Librarian and library liaisons will collaborate with faculty in each department to develop mechanisms for selection of the most appropriate titles. Examples of materials that would be purchased through core collection development include reference books, databases and other electronic resources, core journals, outstanding or award winning books, books purchased through approval plans, and systematic purchase of works from core bibliographies.

Advantages of this program:

· Provides basic core collection for each discipline regardless of size
· Minimizes future gaps in subject area coverage
· Begins to fill existing gaps in book collection
· Supports interdisciplinary materials

Allocation Formula

The 50% of the library materials budget that is allocated to departments will be divided according to an allocation formula to ensure fairness. The factors in the formula will be:

· Credit hours generated 30%
· Graduating majors 20%
· Faculty FTE 20%
· Circulation 15%
· Journal use 7.5%
· Student research programs 7.5%

A three year rolling block of data will be used to calculate the budget each year. The index generated above will then be normalized for the cost of materials in the discipline.
